How an Amendment is Proposed:
First, a bill must pass both of the houses of the legislature with a two-thirds majority within each. When the bill passes both houses, it will go to the states. Congress will usually make a time limit (often seven years) then the bill will be approved as an amendment.
How an Amendment is Ratified:
Typically, when “The People” desire an amendment being added to the Constitution, Congress will pass the amendment tor the state legislatures so that they can then ratify. A congressional proposal towards the amendment must be a two-thirds majority vote for both houses. However, state ratification is determined by three-fourths majority.
